The Haiti Explorer is free, account-free and tracker-free, and will stay that way. What is charged here is not access to the data: it is the work that makes it reliable, documented and usable — and the guarantee that it will still exist next year.

A rule that is not negotiable. No engagement makes public data less accessible. What one client funds benefits everyone: a gap filled for them is filled for all, and published the same day.

Sustainable funding and services

Fund the continuity of the public good without turning the data into a closed product.

Sponsorships

Open a dataset, adopt a vintage, fill a gap, maintain a layer. The sponsor is named on the dataset sheet, with the date — and gains no exclusivity: the data is public from the day it is published.

What makes this measurable: the map « Where our information is weakest » names the communes where a sponsorship truly changes something. Today, 8 communes have two data families out of three in disagreement or unverifiable.

Engagements

Territorial diagnosis, quality assurance, reference harmonisation, accessibility, risk analysis, siting studies, dashboards.

What sets this work apart: every deliverable states what it does not allow you to conclude. A report with no « limits » section is not a short report, it is an incomplete one.

Atmart Verified

Audit of a dataset: provenance, quality, geocoding, internal consistency, consent, licence and documentation. The deliverable is a sheet following « Datasheets for Datasets » (Gebru et al.), Aether version, adapted to territorial data.

What exists nowhere else: completeness is recounted from the file at every generation, never copied from a note. And four sections are added to the original model — measured completeness, agreement between sources, legal passport, and « what this dataset does not allow you to conclude », the one no producer fills in spontaneously.

Service subscription

Analyst hours, training, custom maps, file checks, alerts and support. A monthly volume, not privileged access to the data.

Institutional instances

An instance of the Explorer for your internal data: visual identity, private roles, deployment and support. Your data stays yours; the engine is the same as the public one.

Rapid activation

Annual preparation before the cyclone season, and post-disaster response. Every activation produces a public-interest report: what one actor funds in an emergency stays readable by all.

Partnerships, capacity and recognition

Build an ecosystem of producers, users, maintainers and funders that reduces dependence on Atmart alone. A public good that rests on one company is not a public good: it is a service with a breaking point.

  1. The annual consortium of Explorer Guardians

    Members who fund the core and sit on its governance. They do not decide the figures — the methods stay public and contestable — they decide the completeness priorities.

  2. Agreements with producers

    Public producers, universities, libraries, diaspora networks, sector organisations. The purpose of an agreement is not to obtain a file: it is to make a divergence repairable, on both sides.

  3. University labs

    Internships, reproduction of indicators, validation, translation and documentation. An indicator a student cannot reproduce is not an indicator, it is a claim.

  4. Digital Public Good application

    Starting from a gap analysis, then budgeting the annual review. We begin by measuring what is missing against the nine criteria — not by filing an application.

  5. Infrastructure programmes

    Apply only after eligibility is confirmed, and with a vendor exit plan written in advance. A dependency taken on without an exit is a permanent dependency.

  6. Caribbean replication

    To be assessed after the Haitian core proves sustainable. Expanding before being sustainable multiplies a fragility.

What is not for sale, and never will be

  • Access to the Explorer's public data — free, no account, no advertising tracker.
  • Exclusivity on a dataset: a sponsorship funds a publication, it never reserves its use.
  • Data whose licence forbids commercial use — two sources in the registry are in this case and are refused for engagements.
  • A figure without its source, its vintage and its limit.
  • An individual observation: everything is aggregated by commune, no person is identifiable.
